Our personnel have worked on a wide range of construction projects including Institutional, restaurant, and retail to name a few.  Projects have ranged from $50,000 to $77,000,000 in both public and private markets.  We pride ourselves in knowing that each of us has at least an OSHA 10 hr Certification which guides us in achieving a safe work environment for us and our subcontractors.

Emilio Licciardi, President      

With a Bachelors Degree in Civil Engineering from Wentworth Institute of Technology (Boston, MA) and nearly 20 years of work experience in the construction industry, Emilio Licciardi has the knowledge and expertise to perform a large array of construction related services.  His adaptability makes him very versatile and further strengthens his knowledge.  His education and experience have created a solid foundation for problem solving during daily activities, as well as the resourcefulness to run a successful business enterprise.  His diligence and attention to detail assures that the work is performed correctly and in a manner that far exceeds the expectations of all parties.

Randal Boughton, Director of Business Development/Senior Estimator
With nearly 20 years experience, mostly in the private sector, Mr. Boughton brings diversity to Federal Construction.  He has worked on a wide range of projects wearing many “hats”.  His understanding of the clients needs allow for Federal Construction to adapt and deliver resulting in achieving outstanding results.

Joseph Licciardi, General Superintendent
Mr. Licciardi has over 45 years of construction experience in which he was responsible for the successful completion of hundreds of construction projects.  His skill, strong work ethic, and knowledge in the field come second only to his ability to successfully lead a team to a precise and cost effective completion

Rene G. Bourgeois, Superintendent    
Mr. Bourgeois has worked on a large array of projects both public and private ranging in size from $100,000 to $10,000,000.  His wide range of knowledge and understanding of construction gives him the expertise to perform any type of project.  His attention to detail ensures a high level of quality on each project.

Michael F. Niland, Superintendent          
Mr. Niland has over 20 years of commercial construction experience namely in the design-built delivery method. Much of his experience comes from commercial, office, retail, and industrial with some multi-dwelling with values exceeding $10,000,000.

Stephen Trainor, Superintendent       

Mr. Trainor has over 25 years of construction experience in the New England area. He has extensive experience in the public market on school projects in excess of $20,000,000. Other areas of experience include multi-dwelling units, office, and retail.

Debi Flynn, Office Manager     

Mrs. Flynn has 6 years experience in office management and over 11 years experience in construction administration in the residential and commercial fields.
